Fairbanks' documents mention a Freemen target named Sister Costeau, who was last stationed at the Veridium Mine in the Emerald Graves.

Obtained upon completion of the side quest The Freemen of the Dales, or by examining a poster in Watcher's Reach, or by simply stumbling upon the Veridium Mine.
